Lent Township Board Meeting

Official Minutes

 

Township Board meeting was called to order by Chair G. Olson at 7:30 pm.

 

In attendance were Supervisors Gene Olson - Chair, Larry Peterson, Dave Milles; Treasurer Pam Olson; and Clerk Roxanne Kahler.

 

Public in attendance were Bernice Woods, Lyle Johnson, John Stewart, and Jonn Olson.

 

The Pledge of Allegiance was recited.

 

G. Olson requested a review of the agenda presented by the clerk. Milles made a motion to approve the agenda as presented, Peterson seconded. Motion passed.

 

Minutes from the August 21, 2007 board meeting were reviewed.

Milles made a motion to approve the minutes as prepared, Peterson seconded. Discussion: Peterson reported that in the motion for the AED on page 2, needs to be amended to read from the contract for services fund after the not to exceed $2000.00. Motion passed.

 

Claims against the Township were presented by Treasurer P. Olson. G. Olson requested that Ziegler Cat not to be paid, as work on the air conditioner is not working correctly. Milles made a motion to pay and approve the claims for the dollar amount of $187,937.92 less Ziegler Cat amount of $1800.22 for a total amount of $186,137.70. Peterson seconded.Motion passed.

 

P. Olson requested a clarification on paying per diem and hourly pay. Discussion was put on hold until staff meeting.

Milles made a motion to pay full time employees payroll for August 25 and September 8, Peterson seconded. Motion passed.

Milles made a motion to pay the payroll register for the dollar amount of $1156.45. Peterson seconded. Motion passed.

 

Fire Department

Stacy/Lent Fire Department training simulator was inspected in the rough up stage and passed. The first payment of $159,000.00 is being sent to WHS training towers and the final payment of $80,000.00 will be sent after the fire proof panels are installed on the wall exterior is completed.

The fire department has paid $35,629.00 in gambling funds and other donations. Another donation of $20,000.00 will be received from gambling funds.

G. Olson reported that after the loan is paid back to Lent Township by the fire department, any revenue received, will be put into the fire department operational fund.

Milles made a motion to establish a policy to accept any charitable donation to support the fire training simulator. Peterson seconded. Motion passed.

 

Snow Plow Driver

G. Olson reported that causal employees have requested to be paid more than $15.00 an hour for snow plowing.

Milles made a motion for Chair, G. Olson, to negotiate wages with casual snow plow drivers for no more than $18.00 an hour. Peterson seconded. Motion passed.

G. Olson reported that a discussion with the maintenance personnel, about pay on a holiday when called in. Discussion by board members resulted in having Clerk R. Kahler to write an amendment in the personnel manual for full time employees to receive 8 hours of holiday pay and time and half (1 ½) for hours when called in by a supervisor on a holiday.

 

Planning Commission

D. Milles reported that the Planning Commission reviewed ten Certificates of Land Use Compliance. These certificates are the last ones to be submitted under the six-month compliance window. From now on, applicants will have to obtain standard Land Use Permits. Seven Certificates of Land Use compliances were approved and they are:

Karie Ebnet on 5448 Emily Lane, Stacy is a Mary Kay consultant.

David and Jessica Eischens on 4937 320th St., Stacy has a computer repair and network service, Computer Wrangler.

David Milles on 30090 Fir Trail, Stacy, has David Milles Consulting Services Business.

Vernon and Jean Bengston on 9020 347th Street, Stacy, have a horse boarding and/or training facility.

Chuck and Deb Byers on 8814 347th Street, Stacy, have a horse boarding and/or training facility.

Richard and Rochelle Smith on 6765 340th Street, Stacy, is a Class 8 trucker and operate a residential kennel.

Alfred Zuercher on 35517 Forest Boulevard, North Branch, is a Minnesota –licensed well drilling and repair service.

G. Olson made a motion to approve the Certificates of Land Use Compliance for all seven residents, Milles seconded. Motion passed

 

Three Certificates of Land Use Compliance that were tabled until complied with:

Troy and Marcy Colberg, on 31671 Elmwood Trail, was a dog complaint and have installed an invisible fence for residential kennel permit and have a commercial business for landscape and plowing. Troy is in violation for installing a driveway for a pole barn. G. Olson has inspected driveway and is not to code. A driveway permit was presented to Troy for $300.00 that is not refundable and a Lent Township’s specifications sheet. Troy has thirty (30) days to reconstruct the driveway per specifications.

Rodney Ebnet on 5448 Emily Lane, Stacy, has a lawn mowing service. There is waste and debris brought in from outside sources. Mr. Ebnet has thirty (30) days to remove debris. Mr. Ebnet will be attending the next Planning Commission meeting on October 10.

Ron Phillipe and Andrene Pfannenstein on 30200 Fir Trail, Miles reported that he meet with Ron and Andrene and informed them that they have until September 28 to clean up the property and remove the three junked trucks.

 

Milles reported that the Rural Transit Center (RTC) Development Plan meeting was held on Monday, September 10, with Curt Sparks on wastewater treatment and was very informative.

Milles reported that he compiled all Officially adopted amendments without strike outs and the revised ordinance manual will be reprinted, along with a new CD.

 

Proposals for Consultant

G. Olson reported that the decision to select a planning consultant has been tabled.

 

Park Commission

Milles reported that he hasn’t heard any information about the questionnaire to be sent out in the news letter. Milles will look into it.

 

 Road Report

Peterson presented a written road report.

 

Treasurers Comments

P. Olson requested to attend a PERA training in St. Paul on November 14.

G. Olson made a motion to pay for P. Olson to attend the PERA training, Peterson seconded. Motion passed.

 

Clerk’s Comments

Kahler reported correspondence and action was taken as necessary.

Kahler reported that Jerry Schroeder from the Stacy Lions reported that the request for a grant will be honored for half of the amount, as long as the Stacy/Lent Fire Department pays the other half, for the AED and training.

Kahler reported a letter from Dennis Freed, Chisago City County Auditor, about the requirement for using the automark for township elections, is delayed until December 31, 2009.

Kahler reported that Robert Walsh paid for a building permit for a shelter, has canceled the permit. He will be applying for another building permit for a pole barn. Kahler asked if the building permit minus the plan fee is reimbursed. Milles commented that fees are nonrefundable. Milles requested to pay the plan fee to the building inspector and the remainder of permit fee is not reimbursed but put towards the next building permit.

 

Kahler reported that a motion was made on January 18, 2005 to approve a consent agenda.

 

Supervisors

Peterson reported that Rick Keller will be contacting the clerk about using the hall for Youth Fire Arms Safety Class.

 

Audience Comments

Lyle Johnson requested to have Sunday liquor license in Lent Township on the March 2008 ballot. G. Olson requested to have discussion to be put at the top of the October 16 Board Meeting agenda.

 

 

Motion was made to adjourn by Milles.  Peterson seconded. Motion passed.
